European Union Emissions Trading Scheme

The EU Emissions Trading System (EU ETS) is one of the key policies introduced by the European Union to help meet its greenhouse gas emissions target of 8% below 1990 levels under the Kyoto Protocol. The EU ETS is a cap and trade mechanism which mainly covers electricity generation and the main energy-intensive industries such as power stations, refineries and offshore, iron and steel, cement and lime, paper, food and drink, glass, ceramics, engineering and the manufacture of vehicles. Each regulated organisation buys allowances on the basis of predicted emissions and organisations that are unable to remain within their budgeted allowances have to buy additional allowances from the scheme.
